Notice to Employers Eligible to Extend State ORP Coverage to Employees: State ORP Open Enrollment Period Ends March 1

During the State ORP open enrollment period State ORP participants may change vendors or, if eligible, may irrevocably elect to join the South Carolina Retirement System (SCRS). State ORP participants who have a minimum of 12 months of participation but no more than 60 months of participation by March 1, 2010, (hired between January 1, 2005 and March 1, 2009) are eligible to switch from State ORP to SCRS during the 2010 open enrollment period.

Employers are responsible for notifying all State ORP participants of the open enrollment period. You are encouraged to consider providing an opportunity for the four State ORP vendors to meet with interested eligible employees at your worksite to answer any questions they may have. The four State ORP vendors and contact information is as follows:

Employer PORS Contribution Rate Change (Effective July 1, 2010)

The Police Officers Retirement System (PORS) employer contribution rate will increase by 0.48 percent, from 10.65 percent to 11.13 percent effective July 1, 2010. The new rate is applicable to both active member and working retiree wages paid July 1, 2010, and after, that are reported under PORS.

This rate increase is a result of Act 311, passed in 2008 by the South Carolina General Assembly, which provided for a guaranteed cost-of-living adjustment for PORS retirees. The rate increase was originally scheduled for July 1, 2009; however, due to budget constraints, the General Assembly passed a proviso to delay implementation until July 1, 2010, in order to allow employers sufficient time to prepare for the increase and incorporate it into their budget plans.
